EU Military Operations: Selected Legal Aspects of the EU Crisis Management System

Abstract

The subject of this paper is an analysis of the legal basis enabling the EU to conduct Petersberg missions. Before an EU military operation can be established, it is necessary for the EU to be equipped with an international mandate and then for the EU to conclude an international agreement with the state in which the military operation is conducted, an international agreement regulating the status and activities of the mission or armed forces on the territory of that state. The mission is established by a Council decision.
