
One of the crucial tasks underlying administrative law is to serve people. This service has different dimensions, functions through different instruments and institutions, and touches different aspects of an individual's life. One of the activities in this field, poorly described in doctrine and analyzed in practice, aimed at satisfying housing needs, is the municipal housing program. The aim of this paper is to discuss this institution, which is implemented within the framework of the statutory tasks of the municipality, indicating the main value, which in this case will be the satisfaction of housing needs. In order to properly describe and present these instruments, an analysis was made of the rudimentary legal solutions of the Polish legal system relating to this institution and practical solutions aimed primarily at meeting housing needs.
