European Health Threat Response Mechanism within the European Health Union

Abstract

The health crisis related to the covid-19 pandemic has questioned the adequacy of the EU’s tools to deal with cross-border health threats, exposed the weakness of non-binding instruments, and, at the same time, shown that Member States alone are not able to take effective and adequate measures in this area. The covid-19 pandemic has also revealed the need to strengthen the EU's leadership in the field of health, not only internally but also in external relations, recognising the importance of health as a geopolitical factor while at the same time providing an incentive to initiate a process of institutional and legal change. Along with these problems, questions about sufficient regulatory competencies on the EU side to respond to cross-border health threats have arisen.
