
The paper examines the role, competencies, and qualification requirements for members of university councils under the Law on Higher Education and Science of July 20, 2018. The author evaluates whether the current legal provisions are sufficient to ensure effective oversight of public university management by the councils. The analysis identifies challenges and potential conflicts of interest, advocating for legislative amendments to strengthen the requirements for council members, including a prohibition on holding multiple roles,
to improve transparency, accountability, and efficiency. The paper concludes with proposed recommendations for amendments to the Law on Higher Education and Science.
