Count Leonid Kamarovsky was one of the most recognized international law specialists in the Russian Empire era. His considerations focused primarily on the issue of international justice. Kamarovsky’s doctoral dissertation, An International Tribunal, became the theoretical basis for establishing an international tribunal in the 19th century. In this work, he analyzed the state sovereignty principle in a collision with the competencies of an international tribunal, the creation of which, he thought, was a natural stage in the development of humanity and international law.
